On October 31, a federal judge in Rhode Island cited the Administrative Procedure Act and temporarily ordered the Trump administration to continue SNAP funding. A second federal judge in Boston said the Trump administration's plan to stop SNAP funding during the shutdown was against the law, but did not order payments to resume. On November 7, Justice Ketanji Brown Jackson temporarily froze the lower court order requiring full payment of SNAP. ABC News stated, "at least nine states had already begun issuing SNAP benefits under the direction of the federal agency that operates SNAP," reportedly including California, Wisconsin, Kansas, Pennsylvania, New York, New Jersey, and Vermont. In early November, Trump called for ending the Senate's rule and tradition of the filibuster. On November 6, some Republican senators talked about making a "clean" Continuing Resolution one of the exceptions to the filibuster rule, but it's estimated that this change is unlikely. On November 9, the Senate achieved a 60-vote compromise of a "mini-bus" which will fund certain departments through next September and the rest of government through January 30. SNAP would be funded through September 2026. Senate Republicans agreed to have a vote on the Obamacare funding by the 2nd week of December. Eight Democrats voted with Republicans to end the shutdown. On November 12, the House passed the bill, 222 to 209. Trump then signed it into law.
=== Nonsurgical === Prevention of movement between the layers allows the tentative initial bond of fibrin to be reinforced by wound healing with a thin, strong, layer of scar. Avoiding certain positions for certain surgeries may have an effect. (In abdominoplasty, sitting upright with the knees bent and hips flexed will cause pressure across the lower abdomen and a tendency to seroma formation. The patient is best to stand or at least be semirecumbent). External pressure may help in immobilization, but also is thought to reduce the tendency of the fluid to leak out of vessels by increasing the backpressure on those fluid sources. Following breast augmentation or double mastectomy, binding the chest may be recommended for several weeks to minimize the risk of seromas.

=== Bronchoalveolar lavage === Bronchoalveolar lavage (BAL) is a well-tolerated diagnostic procedure in ILD. BAL cytology analyses (differential cell counts) should be considered in the evaluation of patients with IPF at the discretion of the treating physician based on availability and experience at their institution. BAL may reveal alternative specific diagnoses: malignancy, infections, eosinophilic pneumonia, histiocytosis X, or alveolar proteinosis. In the evaluation of patients with suspected IPF, the most important application of BAL is in the exclusion of other diagnoses. Prominent lymphocytosis (>30%) generally allows excluding a diagnosis of IPF.
== Development == Developed as a next generation aptamer technology, Optimer ligands were produced to improve the performance, manufacturability, and commercialisation of aptamers. Optimer ligands are selected via an automated, high throughput in vitro screening process. 3 distinct discovery platforms are integrated into the Optimer platform for optimized discovery according to target type. Starting from a diverse library of potential nucleic acid binders, the Optimer library is refined and enriched for sequences that have the required binding characteristics including affinity, specificity, cross reactivity, and buffer compatibility. The enriched Optimer population is subsequently screened to identify the best performing Optimer ligand sequence. Following selection of the appropriate sequence the identified Optimer undergoes a process to determine the minimum oligonucleotide fragment within this sequence that possesses the correct target-binding characteristics. The Optimer is trimmed to contain only this sequence, removing additional free non-target binding nucleotide bases. This reduces the molecular weight of the Optimer from 29 kDa to 5 kDa and increases the stability of the molecule through a reduction in entropy, as additional motion of the free nucleotides is removed.
As more and more members of Generation Z reached adulthood during the 2020s, voter turnouts in this cohort has been growing, even though young people are still less likely to vote than older generations. In particular, political participation among young women has jumped, breaking a historical trend in which young men were more likely to vote. Living in an age of political polarization has motivated this cohort to participate in the political process. A survey conducted before the 2020 U.S. presidential election by Barnes and Noble Education on 1,500 college students nationwide found that just one third of respondents believe who they vote for is "private information" and three quarters of them find it difficult to find unbiased news sources. 2018 was the first year when the majority of voters aged 18 to 24 were members of Generation Z, and they cast 4% of the votes. During the 2020 U.S. presidential election, Millennials and Generation Z voted for Joe Biden by a margin of 20 percentage points. Generation Z cast 8% of the votes that year. High youth turnout was a factor behind Biden's victory. Yet, young people's support for him fell quickly afterwards. By late 2021, only 29% of adults in this age group approved of his performance as president whereas 50% disapproved, a gap of 21 points, the largest of all age groups.
